At CLSR, we believe that schoolhouse-by-schoolhouse reform, while
possibly gratifying in the short term, cannot bring about the revitalization
of American public education. If schools are to be restructured,
the school districts in which they function must be restructured
as well. Therefore, CLSR's work is organized around a set of system
standards that are used to orient developmental activity and assess
district capacity to initiate and sustain long-term change processes
at the levels of the system, the schoolhouse, and the classroom.
